That warranty is item 4 of the Mobile Application License section, so it is a condition of using the phone app rather than a statement about who Terac will hire. It is the only sanctions text in Terac's terms. source

No list, but not no limits

Terac is run by Terac Inc., which its terms say is registered in California. US sanctions law bars a US company from doing business in a comprehensively embargoed place, whatever it publishes. As of 2026-09-06 those are Cuba, Iran, North Korea, the Crimea region of Ukraine and the so-called Donetsk and Luhansk People's Republic regions of Ukraine (OFAC).

That is the law Terac operates under, not something Terac has said about itself. This is the legal floor, not the whole picture. Russia and Belarus carry heavy sanctions without a comprehensive embargo, and a platform can decline a country for its own reasons without publishing anything. Anywhere else, Terac has published nothing, so we cannot tell you.
